Bi-Partisan Small Business Tax Relief Bill Introduced In House (February 09, 2007) -- Ways and Means Committee Chairman Charlie Rangel and Ranking Member Jim McCrery today introduced H.R. 976, the Small Business Tax Relief Act of 2007. The legislation will be considered in a business meeting of the Committee on Monday and is in response to the action of the Senate, which last week added a small business tax relief package to legislation passed in the House raising the federal minimum wage. The Senate package of incentives is roughly four times larger than that contained in the bill introduced today. The link below will take you to a committee prepared summary of the bill.

House Chairman Details Homeland Security Agenda (January 29, 2007) -- House Homeland Security Committee Chairman Bennie Thompson (D-MS) today detailed his thinking on priority issues that need to be addressed by his panel during the 110th Congress. Beyond ensuring final passage of H.R. 1 (part of the new Democratic Majority's 100-hour agenda) Thompson indicated he wanted to focus on oversight of DHS, mass transit security risks and first responder communications interoperability, among others. Thompson presented his thoughts during an address at the George Washington University Homeland Security Policy Institute.

NRC Approves Final Rule On Nuclear Plant Security (January 29, 2007) -- The Nuclear Regulatory Commission issued a final rule governing the design basis threat for security at nuclear power plants. The final rule does not incorporate a requirement urged by the Committee to Bridge the Gap that would require plant licensees, as opposed to the government, to take steps to defend against a deliberate hit by a large aircraft. The Commission noted that it already was requring licensees to take steps to mitigate the effects of large fires and explosions resulting from any initiating event.

Governor Patrick signs RGGI (January 18, 2007) -- Massacusetts Governor Deval Patrick fulfilled a campaign pledge by signing the Regional Greenhouse Gas Initiative (RGGI). RGGI is an effort being undertaken by New Engalnd and Mid-Atlantic states to develop a market-based system for reducing carbon dioxide emissions from power plants.

Speaker Calls For Creation of Select Committee on Energy Independence and Global Warming (January 18, 2007) -- House Speaker Nancy Pelosi today announced her plan to create a Select Committee on Energy Independence and Global Warming. In her statement, the Speaker indicated that the new panel is intended "to raise the visibility of these urgent issues" and gather information "to protect America s security." At the same time, she indicated that she would ask the committees with jurisdiction to report legislation so that this year's July 4 celebration could be "Energy Independence Day."

DOE Releases GNEP Strategic Plan (January 10, 2007) -- The Department of Energy today released the Global Nuclear Energy Partnership (GNEP) strategic plan. The plan contains details of the Administration's current thinking about the purposes, principles and implementation strategy for the GNEP program -- announced last year.

DOE Selects Recipients of GNEP Siting Grants (November 29, 2006) -- DOE today announced that it was awarding up to $16 million in grants to 11 commercial and public consortia for detailed siting studies as part of its Global Nuclear Energy Partnership. Congress provided DOE with up to $20 million in the fiscal year 2006 funding bill for these studies.

RGGI Model Rule Issued (August 15, 2006) -- The participating states in the Regional Greenhouse Gas Initiative (RGGI) have released their model rule. The model set of regulations details the proposed program and will form the basis of individual state regulatory and/or statuory proposals.
